Business Center | Office of Business Development Office of Business Development: DBE Program | Ohio Unified Certification Program (UCP) | FAQs | Forms & DBE Application | Resource Links | Contact Us Business Center: Office of Business Development Ohio Unified Certification Program (UCP) The Ohio Unified Certification Program was established in compliance with the Federal Regulations 49 C.F.R. - Part 26, which were updated effective Feb 9, 1999, to include a provision requiring a Unified Certification Program (UCP) to be established within three years. The UCP provides one-stop shopping for DBE firms. The Ohio-UCP consolidates all DBE firms certified by seven different agencies into one centralized DBE Directory for USDOT-funded contracts for airports, highways, and public transit. One unified directory including all certified DBE firms is now available for the entire State of Ohio. The advantage for the DBE firms is a unified application and certification process that provides eligibility to participate as a certified DBE firm on any project, with any governmental agency receiving federal transportation funding in Ohio. This provides the DBE firms more visibility and market potential.
