2010 Service Plan - Final Revision March 1, 2010

The national financial crisis has resulted in steep declines in sales tax revenues and state funding for RTA. For RTA to balance its 2010 budget, a $17.4 million budget gap must be addressed. While maintaining fares at their current level (base of $2.25) beyond the expiration of the fuel surcharge period ending on April 1, 2010 can address a portion of that amount ($8.4 million), service levels must be addressed as well.

To meet this requirement, RTA considered comments from the public. A copy of the presentation that was given at the hearings is available for review here.

In developing the service changes listed below, route spacing was considered as well as ridership. RTA would like to have as many residents as possible within about 1/2 mile of a transit stop. Due to the funding however, meeting this goal may not always possible.

Discontinue all service on the following routes or route segments:

  • #4 Wade Park
  • #7 Euclid Hts-Monticello - west of University Circle Station
  • #9 Mayfield - west of University Circle Station Retain selected rush hour, peak direction trips to/from downtown
  • #12 Woodland
  • #17 E. 49th - Canal - Rockside
  • #20A W. 25th-State - south of Pleasant Valley
  • #20Z Metroparks Zoo (seasonal)
  • #25 Madison - east of W 117 - Madison Station
  • #32 Cedar - west of University Circle Station
  • #35 W. 25th-Broadview - on Royalton and KenMar
  • #40 Lakeview-Lee - north of Superior Station
  • #41 Warrensville - on Bear Creek & Meadowbrook
  • #45 Ridge - south of Tri-C West/Pleasant Valley Retain selected rush hour, peak direction trips between North Royalton and downtown. Also, selected rush hour, peak direction trips will serve Clark Avenue between W 73 and W 25 to accommodate #23 riders.
  • #51 Pearl - on Dow Circle
  • #51F Strongsville Park-N-Ride - #251/#451 will be revised and #51 – instead of #51F - will serve the area south of the Park-N-Ride lot
  • #52 Westgate
  • #75 North Olmsted - east of West Park Station and on Lorain between Great Northern and Country Club
  • #76F Turney
  • #88 Broadway - Northfield
  • #145 York Flyer
  • #239 Euclid - on Babbitt between I-90 and Lake Shore retain selected trips on Babbitt Road
  • #246 Westlake - west of the Park-N-Ride lot
  • #263 North Olmsted - west and south of the Park-N-Ride lot
  • #700 series, school supplemental service - delay all changes until the end of the current school year
  • All or part(s) of: #15, #16, #23, #24, #34, #39, #50, #70, #78, #79A/B, #81, #83, #86, #86F, #702 as described below

  • #1 St. Clair - late night service between E 129 & E 152 Retain late night service on St. Clair Avenue, between E 129 and E 152
  • #2 E. 55th-E. 79th
  • #25 Madison
  • #34 E.200th-Green
  • #37 E. 185th-Taylor - south of Severance
  • #39 Lakeshore - see #30/#39 consolidation
  • #40 Lakeview-Lee - discontinue service after midnight
  • #48/48A University Circle-E. 131st - South Miles branch
  • #55 Clifton - operate weekday service until 10:00pm
  • #76 Broadway-Turney - north of Turney-Ella loop retain weekday evening direct service between Turney Road and downtown
  • #77F Brecksville - south of VA Hospital, north of Public Square
  • #79A Fulton


Other service modifications:
  • Waterfront Line - Discontinue except for weekends and special events
  • #7 Monticello-Euclid Hts - Reduce frequency and span of service east of Richmond Town Square
  • #32 Cedar - Reduce frequency and span of service east of I-271
  • #49 Center Ridge - Extend weekday Center Ridge service to link the Westgate Transit Center to the West Park Red Line station, via W 210 and Lorain Ave
  • #86F Berea-Olmsted Falls - replaced by selected #86 trips that will be extended to link the Brookpark Red Line Station to the Sprague/Usher/Redwood area west of the Sprague-Fair Park-N-Ride lot.
  • HealthLine - During rush hour, certain HealthLine trips will serve the University Circle Red Line station, to provide a connection to the #7 and #32
  • #135 Broadview - North Royalton - Shift last PM trip 10 minutes later to accommodate #145 riders
Routes #30, #39:
  • Discontinue all #39 service except during rush hours and weekday midday service
  • Extend #30 to serve #39 stops east of E 185
Route #75 North Olmsted:
  • Realign via Great Northern Blvd and Country Club (discontinue service on Lorain between the two streets)
  • Operate only selected weekday trips via the Park-N-Ride
Routes #15, #24, #34:
  • Discontinue #24 (#94 remains to link Tri-C East to the Rapid Transit)
  • Realign #15 Northfield-Emery branch to serve Tri-C East
  • Realign weekday #34 to serve Northfield - Emery instead of Fargo Ave
Routes #23, #79A/B:
  • Discontinue evening and weekend service on #79A
  • Selected rush-hour, peak direction #45 trips will serve Clark Avenue between W 73 and W 25
  • Consolidate #23 and #79B into a new 7-day #79B route #79B will operate 7 days/week and serve portions of the former #23 and #50; #79B will be realigned to serve Parmatown Transit Center via Memphis, Tiedeman, Brookpark, Chevrolet Blvd, Stumph, Ridgewood, and Ames
Routes #16, #50, #78, #81:
  • Discontinue #50
  • Realign #16 so that between E 49 and E 71, one branch serves Fleet (7 days/week) and the other Harvard Ave (weekday, business day only)
  • Realign #78 to serve W 117 north of Lorain Bellaire
  • Realign #81 to serve W 98 between Walford & Madison
  • End #81 at E 3 & Rockwell instead of E 6 & Lakeside
Routes #70, #83, #86, #702:
  • Consolidate #70 and #83 into one alignment (to be named #83) between Lakewood Park and Tri-C West via West Park Station
  • End #86 at West Park Station instead of Lakewood Park
  • Discontinue #702
