Natoya Walker Minor joined the fleet as the Deputy General Manager of Administration & External Affairs in 2021. Fueled by great strategy and attention to detail, she leads the way in supporting and elevating GCRTA’s brand and impact with emphasis on leveraging partnerships across the community. Walker Minor leads five departments -- Marketing, Communications, Government Relations, the Office of Equal Opportunity, and Diversity & Inclusion.

Walker Minor is a proud Cleveland Public Schools graduate who earned her Bachelor’s from the University of Toledo(link is external) and her Master’s as a National Urban Fellow from the City University of New York(link is external), and a Doctorate of Executive Leadership from the University of Charleston West Virginia(link is external).

To sharpen her leadership skills, Walker Minor has graduated from several leadership programs: Cleveland State University Leadership Academy(link is external), learned special skills in Non-Profit Management from Georgetown University(link is external), studied state and local leadership at the Harvard Kennedy School(link is external), traveled abroad as an American Marshall Memorial Fellow(link is external), was a member of the Leadership Cleveland(link is external) class of 2019, and earned a DEI certificate from Northwestern(link is external).

Prior to coming aboard with GCRTA, Walker Minor served the City of Cleveland(link is external), Office of the Mayor for 15 years, progressively expanding her leadership portfolio: Special Assistant of Public Affairs, Deputy Chief of Operations, and as Chief of Public Affairs.

In 2020 she was named by Crain’s Cleveland Business as a 2020 Woman of Note and in 2019 was the Phenomenal Woman Magazine feature for Women’s Month.
