NOACA Awards GCRTA Funding To Purchase New Vehicles

On, Tuesday, September 30, 2025, the Northeast Ohio Areawide Coordinating Agency (NOACA) informed the Greater Cleveland Regional Transit Authority (GCRTA) that their request for replacement vehicles through funds provided from NOACA’s Enhanced Mobility of Seniors and Individuals with Disabilities Program was approved by the NOACA Board of Directors. 

Under the award, NOACA will provide federal funds equal to 80% of eligible costs, up to a maximum of $1,695,348, beginning in State Fiscal Year 2026. These funds are provided through the Federal Transit Administration’s Section 5310 — Enhanced Mobility for Seniors & Individuals with Disabilities program. The remaining 20% local match must come from a non-federal funding source.

The Enhanced Mobility of Seniors and Individuals with Disabilities Program seeks to eliminate barriers and improve transportation options in Northeast Ohio for older adults, individuals with disabilities, and people of low income through the coordination of resources and efforts of public transit operators, human service agencies, and other transportation providers. 

“GCRTA is always looking for ways to proactively enhance all aspects of our operations,” said GCRTA General Manager and Chief Executive Officer, India L. Birdsong Terry.  “The grant funding from this NOACA program not only allows us to upgrade our vehicles but also demonstrates our continued commitment in addressing the special transportation needs of seniors and individuals with disabilities.” 

In addition to the funding, NOACA also provided GCRTA with the next steps they need to take to properly program their project for implementation.
