Before the meeting, new RTA Board member Rev. Charles P. Lucas took the oath of office.  A City of Cleveland appointee, Rev. Lucas replaces former board member Jesse O. Anderson. Anderson served on RTA's Board with distinction for more than 20 years. He retired from the Board in 2014 and was Chair of the Operations Committee.

Rev. Lucas is Vicar of St. James AME Church on Cedar Avenue. He also serves as Chairman of the City’s Community Relations Board, as well as Chairman of the Council of Economic Opportunities in Greater Cleveland. He is past president of the Cleveland Chapter of the NAACP.

Other Board Members appointed by the City of Cleveland include Board President George Dixon, Valarie J. McCall and Leo Serrano.

It was also the final Board meeting for former Euclid Mayor Bill Cervenik, who did not seek re-election as Mayor. He served on the RTA Board for nine years.  In his place, the Cuyahoga County Mayors and Managers Association elected Mayor Trevor Elkins of Newburgh Village. His term begins March 1.
