GCRTA Reappoints Two Civilian Oversight Committee Members

The Greater Cleveland Regional Transit Authority’s (GCRTA) Board of Trustees voted unanimously the reappointment of two members to the GCRTA Civilian Oversight Committee (COC) during the November 18, 2025, Board Meeting inside GCRTA’s Main Office Building at 1240 W.6th Street, Cleveland, OH. 44113. 

The two COC members whose terms are set to expire on December 31, 2025, have now been reappointed to serve for terms of three years are: 

•    Jonathan England who has served in numerous managerial and supervisory roles over the last 17 years. Jonathan has experience and expertise with safety programs, policies, and regulations, with a focus on the transportation industry.
•    Michael Blake who has served as a Military Police Officer for the United States Army and dedicated 35 years of his life serving as a firefighter for the City of Cleveland. During his tenure as a firefighter, Michael worked his way through the ranks from Firefighter, to Lieutenant, to Captain, and finally to Battalion Chief.

“The reappointment of Mr. England, and Mr. Blake ensures that the Civilian Oversight Committee continues to benefit from thoughtful, experienced voices who are deeply committed to community service and safety programs,” said GCRTA Board President, Paul A. Koomar. “Their continued service strengthens the connection between GCRTA and the communities we serve.”

The COC is a voluntary and proactive effort that seeks to give voice to the community and enhance accountability through an independent review and investigation of public complaints of alleged misconduct regarding GCRTA’s Transit Police Department.

“I am pleased with the reappointment of these two COC members,” said GCRTA Deputy General Manager Operations, Dr. Floun’say Caver. “Their service on the COC helps to increase public transparency and trust in the GCRTA Transit Police.”
