GCRTA Receives Certificate of Achievement for Excellence in Financial Reporting

Mar 26, 2026

The Government Finance Officers Association (GFOA) has announced that the Greater Cleveland Regional Transit Authority (GCRTA) has been awarded the Certificate of Achievement (COA) for Excellence in Financial Reporting for their 2024 Annual Comprehensive Financial Report (ACFR).

“This award is the highest form of recognition in governmental reporting, and I’m very pleased with our team’s success,” said Rajan Gautam, GCRTA Deputy General Manager Finance, Secretary-Treasurer. “GCRTA has received this award for the past 38 years, and I along with my finance team are truly honored and excited in being a part of that historical achievement.”

The award represents a significant achievement by GCRTA. It reflects the agency’s commitment of the governing body and staff to meeting the highest principles of governmental reporting and generally accepted accounting principles.  It goes beyond the minimum requirements to prepare an annual comprehensive financial report that evidence the spirit of transparency and full disclosure and then to recognize individual governments that succeed in achieving that goal.  In order to receive the COA award, GCRTA was required to satisfy nationally recognized guidelines and criteria such compliance with generally accepted accounting principles (GAAP), financial reporting, disclosures, and notes to financial statements.

“This ACFR document highlights the talent and commitment of GCRTA towards providing transparency to build stronger relationships with customers and the community, “said John Togher, GCRTA Director, Accounting. “I’d like to thank the entire finance team for their excellent work on creating a well-rounded document.”

There are over 4,100 participants in the Certificate of Achievement Awards Program. The most recent COA Award recipients are posted on GFOA's website. Award recipients have pioneered efforts to improve the quality of financial reporting and provide an excellent example for other governments throughout North America.
