Tom Raguz named to head RTA's Office of Management and Budget

Tom Raguz, former Finance Director for the City of Cleveland Heights, joins RTA Feb. 6 as Executive Director, Office of Management and Budget.

CLEVELAND – Tom Raguz, former Finance Director for the City of Cleveland Heights, joins the Greater Cleveland Regional Transit Authority (RTA) Feb. 6 as Executive Director, Office of Management and Budget (OMB). He fills the position left vacant last year after the retirement of Gale Fisk.

At Cleveland Heights, Raguz managed and developed a new operating budget process that includes a five-year financial forecast for the general fund and major operating fund, along with a new five-year capital improvement program.

He oversaw internal controls, managed the city’s debt and investments, and managed the staff of treasury and finance professionals. He also established financial policies and secured State funding for the city’s fleet management program.

“Tom’s capabilities are an outstanding match to the needs of RTA. He will make an excellent addition to the Executive Management Team, and we know that his skills will prove invaluable as we plan and execute the budget process in the years ahead,” said RTA’s CEO and General Manager Joe Calabrese. “We look forward to having him on board.”

Before joining the City of Cleveland Heights, Raguz worked in roles of increasing responsibility for the Auditor of the State of Ohio, including assistant auditor and then audit manager.

He serves on the Government Finance Officers Association (GFOA) Special Review Committee for the Certificate of Achievement for Excellence in Financial Reporting and on the GFOA Review Panel for the Distinguished Budget Presentation Awards Program. Raguz also serves as president of the Municipal Finance Officers Association (MFOA) of Northeastern Ohio and on the Audit Committee for the City of Cleveland.

Raguz holds a masters of business administration from Regis University and a bachelor’s in business administration-accounting from Robert Morris University. He recently obtained the Certified Public Finance Officer (CPFO) designation from the GFOA.
