Good Afternoon Team,

As of today, we have received 1,341 vaccination cards and counting! We are at 65% of our goal. We just completed the December 10, 2021 payout for employees who submitted their valid proof of COVID-19 vacation by December 3, 2021.

There is still time! Act now! Employees who submit valid proof of vaccination by December 31, 2021 at 11:59 pm EDT will be eligible to receive the $500 incentive check to be paid on January 14, 2022.

As we, and the nation, are trending higher in COVID-19 cases over the last couple weeks, we encourage you to get vaccinated to assist in the prevention of contracting and/or spreading the COVID-19 virus.

Good Afternoon Team,

I would like to make you aware of a Youth COVID-19 Vaccine Clinic being put on by MetroHealth and Cleveland Heights-University Heights School District next Monday, December 13, 2021. 

This clinic will be taking place at the Wiley Campus at 2181 Miramar Blvd, University Heights, OH 44118.  They will be providing the Pfizer vaccine, which is approved for anyone five (5) years or older.  Your child must be pre-registered to get vaccinated. Youth must be accompanied by a parent or guardian the day of the clinic. You do not have to be a MetroHealth patient to register your child. 

If you have interest in your children attending this clinic, please pre-register by calling 440-592-6843. Please see the attached flyer for additional details.

Good Afternoon Team,

As of today, we have received 1,216 vaccination cards and still counting! We are at 58% of our goal. REMINDER: GCRTA is offering a vaccination incentive program for those employees that provide proof of full vaccination, via copy of their vaccination card submittal.

  • $500 Incentive:
    • Employees who have already submitted their valid proof of COVID-19 vaccination or submit valid proof of COVID-19 vaccination by December 3, 2021 at 11:59 p.m. EDT will receive a $500 incentive check.  These checks will be process for payment on December 10, 2021.  
  • $500 Incentive (extended):
    • Qualifying cards for the extension of the $500 incentive must be submitted by December 31, 2021 at 11:59pm EDT.  Corresponding checks will be issued on January 14, 2022.

IMPORTANT: Only one (1) incentive payment allowable per employee.  Copy of valid proof of vaccination card must be submitted by the assigned date and time.  No exceptions.

We recognize employees have many questions about the Federal mandatory vaccine requirement and how it impacts our workplace.

We continue to receive and process information regarding the federal mandated vaccine requirement. To appropriately consider its impact, we are seeking to determine the number of employees who are fully vaccinated. You are considered fully vaccinated when you are two weeks past receiving the second dose of either the Moderna or Pfizer vaccines, or the single dose of the Johnson & Johnson vaccine.

Please note, this first step is not the start of the vaccine mandate at the Greater Cleveland Regional Transit Authority. Determining the number of vaccinated employees that we have will help us with developing any appropriate policies and procedures.

We are asking all employees who are fully vaccinated to provide a valid proof of vaccination by October 8, 2021. Employees must provide a copy of a valid COVID-19 Vaccination Record Card or other valid proof of vaccination form from a healthcare provider, pharmacy or public health agency. This proof of vaccination form must include your name, the vaccine's name/manufacturer and date(s) of the vaccine dose(s).

Please note that this vaccination documentation will be maintained in a secured file in Occupational Health and treated as a confidential medical record.

DIRECTIONS FOR SUBMITTING PROOF OF FULL VACCINATION

We are providing several methods for you to provide this information:

  • Microsoft Outlook Secure Email: To send a secure email; You must put the word [secure] in the message subject line along with your first and last name.
    • For example, Subject Line: [secure] Jane doe

      • Attach a photo or scanned copy of both sides of your Covid-19 vaccination.
      • Send the secure email message.

  • District locations: Drop off a copy of your proof of vaccination card in a sealed envelope at Lock Boxes located near the Dispatcher Window.  Please keep your original card.
  • Main Office Building: Drop off a copy of your proof of vaccination card in a sealed envelope to the Occupational Health Office on the 2nd Floor.  Please keep your original card. 

Upon becoming fully vaccinated, employees should immediately follow one of the above options to submit a copy of your vaccination documentation.

All submitted documentation is subject to verification.

OBTAINING VACCINATION
The COVID-19 vaccine is free and widely available at pharmacies, such as Walgreens, RITEAID and CVS, and health care providers.

Greetings One RTA!

We recognize you have seen the recent updates regarding face mask requirements for vaccinated and non-vaccinated individuals from the Centers for Disease Control and Governor DeWine, for the State of Ohio. These updates still provide businesses and employers with the ability to require facemasks for patrons and employees.

We have reviewed these updates against the State of Ohio and the federal governments’ continued requirement for face masks to be worn on public transportation, which is in place through September 13, 2021. This requirement applies to public transit agencies and its workers involved in the provision of transit services, such as maintenance workers, operations control centers, etc.

As such, our current face mask requirement will remain in place at this time for all employees. We will update you if our face mask requirement changes and on other information related to the Coronavirus pandemic.

Main Office Team:

We are excited to announce the reopening of the Main Office Fitness Center. Please see the plan below regarding the new rules and guidelines for our planned reopening of the Fitness Center on Monday, May 17, 2021.

Fitness Center Rules and Guidelines

  1. Access to the fitness center will be reactivated on May 17th for those who already had access. If you would like to start using the fitness center and did not previously have access, please complete and return the attached form to the Benefits team.
  2. Up to eight (8) employees at any one time will be allowed in the fitness center. This is to allow proper social distancing.
  3. Please ensure to sign-in and sign-out of the fitness center. We will have “clean” and “dirty” pen cups. After using a pen from the clean cup, please place it in the dirty cup so it can be sanitized.
  4. Employees must wash hands before and after using the fitness center.
  5. All workout machines and equipment must be cleaned and disinfected before and after use. This includes dumbbells and all free weight equipment. Disinfectant will be restocked regularly.
  6. Please keep proper social distance while working out (minimum of 6 feet).
  7. Extra sanitizing bottles and hand sanitizer will be provided.
  8. Facilities Maintenance will increase their cleaning of the fitness center.
  9. Machines have been moved to create 6 feet of distancing.
  10. It is recommended that employees work out after their work shifts so they may return home and clean up after their work out.
  11. Face masks are optional in the fitness center. It is strongly recommended to keep them on if lifting or using the strength machines.

***These rules and guidelines will apply to use the fitness center until further notice.

If rules are not followed, the fitness center will be closed for everyone's safety and health.

We will take all necessary precautions to keep the fitness center clean and safe for everyone to use. This includes additional signs reminding employees to sanitize equipment and social distance while using the fitness center. We ask that all employees take these precautions and guidelines seriously while working out. If you have any questions or concerns, please contact the Benefits team for assistance.

We are reporting that three employees tested positive for COVID-19 the week ending April 30.

Following our standard protocol, work areas, equipment and other areas of potential exposure were cleaned and disinfected.  Additionally, other staff members who had been in contact with the employees were immediately notified.

To date, 210 employees have tested positive for COVID-19, and 204 have fully recovered and have returned to work.

We are reporting that 2 employees tested positive for COVID-19 the week ending April 16 and 1 person the week ending April 23.

During this pandemic, the health and safety of our employees has been paramount for us.  As a result, if given the opportunity to receive a vaccination, we strongly encourage employees to take the opportunity.  While GCRTA is not requiring employees to be vaccinated, we are urging them to do so in order to fight against COVID-19.  As we learn more about vaccination distributions, we will send out additional communications.

Transit Mask Mandate

On January 29, 2021 the Center for Disease Control and Prevention (CDC) issued a mandatory mask order on all modes of transportation including Public Transportation.  The order went into effect on February 1, 2021 and requires the public to wear face masks while boarding, riding and waiting for public transit. The order emphasizes that the virus that causes COVID-19 spreads easily via respiratory droplets and that wearing masks prevent infected individuals from spreading the disease.  The CDC’s Order focuses on transit because it brings people in close contact with one another.

This is to address the Emergency Sick Leave benefit through the Families First Coronavirus Response Act (FFCRA). In April of 2020, the federal government authorized up to 80 hours of emergency sick leave benefits for employees to use for Coronavirus related issues. The federal government set December 31, 2020 as the expiration date to use the 80 hours of emergency sick leave benefit.

The GCRTA recognizes that the Coronavirus pandemic continues, and employees who have not used the 80 hours of emergency sick leave benefit may need to use this sick leave into the next year. Therefore, the GCRTA will extend the deadline for employees to use the 80 hours of emergency sick leave until March 31, 2021. This will allow those employees who have not had to use the federal government’s 80 hours of emergency sick leave benefit an opportunity to have that time if they have Coronavirus related issues. Employee requests for this emergency sick leave time will continue to use the FFCRA form located on the Oracle self-service site (Myinfo.gcrta.org); or you may request the form through your supervisor. The same rules for the use of the emergency sick leave benefit will continue to apply. If necessary, the GCRTA will revisit any additional extensions at the beginning of March 2021.

Please understand that if you have already exhausted the FFCRA 80 hours of emergency sick leave, you will need to cover your absences with your own paid leave time and/or apply for FMLA leave coverage.

The Greater Cleveland Regional Transit Authority (RTA) is reporting that 12 employees tested positive for COVID-19 this week.

  • From the Hayden District, two mechanics, one operator and one training instructor;
  • From the Triskett District, one bus operator and one hostler;
  • From the Rail District, one equipment maintainer and one facilities maintenance worker;
  • From Transit Police, two officers;
  • From Paratransit, one bus operator and one dispatcher.

Following our standard protocol, work areas, equipment and other areas of potential exposure were cleaned and disinfected. Additionally, other staff members who had been in contact with the employees were immediately notified.

To date, 78 RTA employees have tested positive for COVID-19, and 48 have fully recovered and have returned to work. 

11/24/2020 6:43 p.m.

All Staff:

Effective at the close of business hours on Wednesday, November 25, 2020, the Main Office of the Greater Cleveland Regional Transit Authority on W. 6th Street will be closed to the public due to state and local public health advisories related to COVID-19. 

Entry to the building will be for only employees and those who have appointments scheduled at the Main Office.  The closure will continue until further notice.

Employees and visitors with appointments will continue to self-check their temperatures upon arrival.

The customer service office for American’s with Disabilities (ADA) located on the first floor of the RTA Main Office Building will also be closed.

Any ADA customer who needs assistance or who has questions about obtaining or renewing a RTA photo ID should call 216-566-5124.

11/23/2020 2:34 p.m.

The Cuyahoga County Public Health Department (CCPHD) has issued an updated health advisory to follow regarding the recent surge in positive COVID-19 cases. The advisory is a recommendation of the CCPHD and not an order. The health advisory is attached. 

Based on this information, the GCRTA will remain at the current phase (Phase 2) for those employees working from home. The work from home status remains at the discretion of management and the operational needs for each department. GCRTA will close all fitness centers effective Monday, November 23, 2020. GCRTA will send notification when a decision is made to re-open these facilities.

In addition, the Main Office Building and all other GCRTA facilities will be restricted to employees only, with visitor and vendor access by business appointment only. The ADA/Customer Office at the Main Office Building will close effective Wednesday, November 25, 2020 until further notice.

Please continue to follow mask and social distancing protocols, and wash your hands frequently to assist in preventing the spread of COVID-19. We are all in this together to stop the spread of this virus while at work and away from work. The wearing of face coverings in the workplace is not a request; it is a requirement. This is to ensure your safety and the safety of those working around you. 

Due to the curfew set forth by the Governor, the Transit Police Department resent email notifications to all employees that previously registered for emergency specific personnel and vehicle credentials during curfew periods. You may save these credentials electronically or print them out.  However, all registered employees are in the Law Enforcement Automated Data System (LEADS) database, which can be accessed by police officers. Those employees that need to obtain the emergency specific personnel and vehicle credentials for the first time may click on this link http://www.riderta.com/sites/default/files/Ohio_Emergency_Partner_Credentialing_System_form.pdf and follow the instructions.

Ohio Emergency Partner Credentials (EPCS)

Employees who have been deemed essential can obtain an Ohio Emergency Partner Credential (EPCS).  If you would like to obtain credentials you are required to complete a form and submit it to Richard Kopp and Robert Tulevski.  The form and FAQ about emergency partner credentialing are linked below.  Please note: Credentialing can take two to five business days to be issued.  

If you recieved credentials already, they have been  be re-newed and you will receive an email advising you they have been extended until January 1, 2021.  There is no need for you to do anything further.

To date, 66 RTA employees have tested positive for COVID-19, and 46 have fully recovered and have returned to work.

11/13/2020 3:44 p.m.

The RTA has been notified that multiple employees have tested positive for COVID-19 in the last week.

The first employee is an equipment maintainer at the Hayden District whose last day worked was Nov. 4.
The second employee is a shelter maintainer from the Woodhill District whose last day worked was Nov 6.
The third employee is a rail equipment maintainer whose last day worked was Nov. 9.
The fourth employee is an operator from the Hayden District whose last day worked was Nov. 9.
The fifth employee is an operator from the Hayden District whose last day worked was November 11.

Dear Staff:

Please be advised that RTA management is concerned for your health and well-being both at work and when off duty. We have seen a slight increase in the number of COVID-19 cases among our employees in recent weeks. Yet, we are still relatively low in reported cases for an agency of this size and exposure to the public.

In addition, our contact tracing is not indicating a localized spread of the virus among our employees. However, it is still critical that we all remain vigilant, both on and off duty. We are reminding you to take heed of the following important precautionary measures:
  • Wear a face mask when at work or in any public setting.
  • Keep your distance. Provide at least 6 ft. of physical distancing between yourself and others.
  • Wash your hands. Use soap and warm water, and wash for at least 20 seconds.
  • Cover your cough. Use a tissue and throw it away.
  • Keep hands away from your eyes, nose and mouth.
  • Call your doctor if you're not feeling well. Per the CDC, medical staff will ask you questions about your symptoms and determine if testing is necessary, based on your travel history and close contact exposure.

RTA Employees Test Positive

The Greater Cleveland Regional Transit Authority (RTA) has been notified that four employees have tested positive for COVID-19 over the last week.

The first is an employee from the Main Office, whose last day of work was October 30.

The second is a bus operator out of the Triskett District whose last day of work was November 2.

The third is a mechanic from the Paratransit District. The employee’s last day of work was November 2.

The fourth employee is a bus operator from the Hayden District whose last day of work was November 3.

All employees indicated they had not come in contact with any other employees who had the virus and all were able to trace exposure to the virus to a friend or family member outside of the workplace.

Following our standard protocol, work areas, equipment and other areas of potential exposure were cleaned and disinfected. Additionally, other staff members who had been in contact with the employees were notified.

To date, 47 RTA employees have tested positive for COVID-19, and 41 have fully recovered and have returned to work.

Good Afternoon GCRTA Team,

Governor DeWine recently announced that Cuyahoga County is again classified under a Red Alert – Level 3 status due to Coronavirus infections. As such, we are delaying the move to Phase 3 of our Phased Return to Office process for those employees who are currently on work from home schedules. We were due to move to Phase 3 on November 1, 2020. We will remain at the current Phase 2 status for at least the next 30 days. We will be monitoring the Level 3 status in Cuyahoga County over the next 30 days to determine next steps for our Phased Return to Office process.

The Greater Cleveland Regional Transit Authority (RTA) has been notified that two employees have tested positive for COVID-19 over the last week.

The first employee works in the Fleet Management Department. The employee had been off for personal reasons and last worked on site on Friday, October 9, 2020, and therefore has not come in contact with any RTA staff since then.  The employee tested positive on October 22nd. 

The second employee works at the RTA rail facility on Grand Avenue. The employee last worked on Friday, October 23rd and began feeling symptoms later that afternoon. Following our standard protocol, work areas, equipment and other areas of potential exposure were cleaned and disinfected. Additionally, other staff members who had been in contact with the employee were notified.

To date, 42 RTA employees have tested positive for COVID-19, and 37 have fully recovered and have returned to work.

We have been notified that one staff member has tested positive for COVID-19 in the last several days.  The employee works in Transit Police and last worked in the on Friday, October 16.

Following our standard protocol, work areas, equipment and other areas of potential exposure were cleaned and disinfected. Additionally, other staff members who had been in contact with the employee were notified.

To date, 40RTA employees have tested positive for COVID-19, 37 and have fully recovered and have returned to work.

We have been notified that one staff member has tested positive for COVID-19 in the last several days.  The employee works in the Main Office and last worked in the building on Tuesday, October 13.

Following our standard protocol, work areas, equipment and other areas of potential exposure were cleaned and disinfected. Additionally, other staff members who had been in contact with the employee were notified.

To date, 39 RTA employees have tested positive for COVID-19, 36 and have fully recovered and have returned to work.

RTA Employee Tests Positive for COVID-19

The employee is a bus operator from the Hayden Districted who first became symptomatic September 18. The bus operator had been off duty since September 7 and became ill while away. The operator was not in contact with any RTA staff nor did the employee report to work during the time symptoms began or at any time while ill.

To date, 38 RTA employees have tested positive for COVID-19, and 35 have fully recovered and have returned to work.

RTA Employee has tested positive for COVID-19 and is a bus coordinator at the Main Office.  The employee first reported symptoms and thier last day worked was September 16.

Greetings GCRTA,

On July 14, 2020, we delayed the move to Phase 2 of our Phased Return to Office process for those employees who are currently on telecommuting/work from home schedules. This delay was due to Cuyahoga County being classified under a Red Alert – Level 3 status due to Coronavirus infections. We were due to move to Phase 2 on July 19, 2020.

Cuyahoga County has recently been removed from the Red Alert - Level 3 to Orange Level 2, which is the second lowest status in Ohio's coronavirus public health advisory system. As such, we will be moving to Phase 2 of our Phased Return to Office process effective September 6, 2020 through October 31, 2020. Please see the revised Phased Return to Office document.

We will continue to monitor the Level 2 status in Cuyahoga County to determine next steps to take for our Phased Return to Office process. Implementation of Phases 3 and 4 will be contingent on the current environment – what we know today and any changes to federal, state, and local recommendations, as well as CDC guidelines and updates. If the level status remains unchanged, we will continue to Phase 3 on November 1, 2020, and Phase IV on January 3, 2021.

In order for your face mask/face covering to be effective, it must be fitted to cover your nose and mouth, and snug around your face without gaps. It is not acceptable to wear your face mask/face covering as a chin strap, just below your nose, loose on your face, and ultimately not covering your nose and/or mouth.

The employee works in RTA’s Hayden District and first reported symptoms as of August 14, 2020. The employee's last day of work was August 14, 2020. The employee tested positive on August 21, 2020.
Following RTA’s standard protocol, work areas, equipment and other areas of potential exposure were cleaned and disinfected. Additionally, other staff members who had been in contact with the employee were notified.

RTA has been notified that one employee tested positive for COVID-19 this week.

The employee is a Maintenance Management System Trainee at the Hayden District who first reported symptoms on the evening of August 13. That was also the employee’s last day of work.

The employee tested positive on August 16.

Following our standard protocol, work areas, equipment and other areas of potential exposure were cleaned and disinfected. Additionally, other staff members who had been in contact with the employee were notified.

To date, 31 RTA employees have tested positive for COVID-19, and 30 have fully recovered and have returned to work.

We are excited to announce the reopening of the Main Office Fitness Center. Please see the plan below regarding the new rules and guidelines for our planned reopening of the Main Office Fitness Center on Monday, August 24th.

Main Office Fitness Center Rules and Guidelines

  1. Access to the fitness center will be reactivated on August 24th for those who already had access. If you would like to start using the fitness center and did not previously have access, please complete and returned the attached form to the Benefits team.
  2. Up to eight (8) employees at any one time will be allowed in the fitness center. This is to allow proper social distancing.
  3. Please ensure to sign-in and sign-out of the fitness center. We will have “clean” and “dirty” pen cups. After using a pen from the clean cup, please place it in the dirty cup so it can be sanitized.
  4. Employees must wash hands before and after using the fitness center.
  5. All workout machines and equipment must be cleaned and disinfected before and after use. This includes dumbbells and all free weight equipment. Disinfectant will be restocked regularly.
  6. Please keep proper social distance while working out (minimum of 6 feet).
  7. Extra sanitizing bottles and hand sanitizer will be provided.
  8. Facilities Maintenance will increase their cleaning of the fitness center.
  9. The HR Division has requested that the fitness center have the moon beam cleaning done once a week.
  10. Plexiglas barriers have been added by the 4 station weight machine to assist with social distancing.
  11. Machines have been moved to create 6 feet of distancing.
  12. Line dancing classes will be postponed until further notice.
  13. Some lockers are blocked off to create separation in the locker area.
  14. Showers will not be available for use.
  15. It is recommended that employees work out after their work shifts so they may return home and clean up after their work out.
  16. Face masks would be optional in the fitness center. It is strongly recommended to keep them on if lifting or using the strength machines.
  17. Please continue to use the 6th floor water machine to refill water bottles unless you are working out in the fitness center.

Subject:  Temperature Screening at Work Locations for COVID-19
Date:       July 22, 2020

In an effort to prevent the spread of COVID-19, GCRTA has been conducting temperature screening of employees at all locations using a vendor, Concentra. Our contract with Concentra for providing this service will be ending this Friday, July 24, 2020. We are seeking an alternative approach through the use of tablet-based temperature scanners. We intend to implement these new scanners within the next few weeks.

In the interim, supervisors will be conducting these daily temperature checks. The specific timeframes for these checks will be determined by each location depending on their schedules, needs, and availability.  Supervision has already begun these checks at the MOB and the Rail District.

During this time, employees are expected to continue to self-monitor for symptoms of COVID-19. In support of those efforts, the RTA plans to equip each employee with their own digital oral thermometer. Employees will check their own temperature prior to coming to work. Using this approach, employees with elevated temperatures can avoid any risk of spreading the virus by staying home if they present with a fever or other symptoms of COVID-19. The on-site temperature checks will be secondary to our employees’ own self-monitoring, and will ensure that when you arrive at work you are still without fever.

An employee who experiences fever and/or respiratory symptoms while home should not report to work. Instead, the employee should contact his or her immediate supervisor or the Occupational Health Section for further direction.

An employee sent home can return to work when:

  • He or she has had no fever for at least three (3) days without taking medication to reduce fever during that time; AND
  • Any respiratory symptoms (cough and shortness of breath) have improved; AND
  • At least ten (10) days have passed since the symptoms began.
An employee may return to work earlier if a doctor confirms the cause of an employee's fever or other symptoms is not COVID-19 and releases the employee to return to work in writing.

The employee is a maintenance worker at the Triskett District and first noticed symptoms and self-quarantined on June 22. That was also the employee’s last day worked.

Dear Staff:

On July 7, 2020, Governor DeWine announced a new public health order requiring that people wear face masks/coverings in counties that are classified under a Red Alert – Level 3 or Purple Alert – Level 4 status due to Coronavirus infections. Counties effected by this order include Cuyahoga County. This order goes into effect on July 8, 2020 at 6:00 p.m.

Under this new order, face masks/coverings will be required in the following circumstances:

  • In any indoor location that is not a residence.
  • When outdoors and unable to consistently maintain a distance of six (6) feet or more from individuals who are not members of their household.
  • While waiting for, riding, driving or operating public transportation, a taxi, a private car service, or a ride-share vehicle.
  • Local health departments will be responsible for enforcing the order.

What does this mean for our operation?

We will continue to require all employees to wear face masks/coverings. We are also providing face masks/coverings to our customers and continue to encourage the public to use masks.

While we recognize the importance of this order, we do not want or expect operators and/or other employees to engage or confront customers for not wearing a face mask/covering. We do not want to escalate potential confrontations with or between customers, which could be harmful to all involved. Operators are not to pass up customers at bus stops who do not have face masks/coverings. Additionally, we expect operators not to delay service due to a customer not having a face mask/covering. If an operator or other employee is unsure of what to do or believes the situation is confrontational, please contact Service Quality and Transit Police for assistance. Transit Police will not be removing customers or issuing citations to customers for not wearing face masks/coverings.

If there is a habitual customer or location where customers do not have face masks/coverings, staff should communicate the issue to Service Quality or their supervisor who will then elevate the situation to Transit Police. Transit Police/Safety will then take the appropriate actions, including informing the County or City Health Departments.

Additional RTA Staff Test Positive for COVID-19

RTA has been notified that two additional staff members have tested positive for the Coronavirus.  One is a member of the Rail District’s Power and Way Section, who last worked on Monday, June 29.  The other COVID case is an operator working out of the Hayden District. who called off mid-shift, July 1. 

Following our standard protocol, equipment and other areas of potential exposure were cleaned and disinfected.    Additionally, other staff members who had been in contact with these employees were notified.

As of Tuesday, July 2, twenty-three RTA employees have tested positive for COVID-19, twelve have fully recovered and have returned to work.

COVID-19 Update, June 30, 2020

The Greater Cleveland Regional Transit Authority (RTA) has been notified that four staff members have tested positive for COVID-19 in the last several days. The employees include:
  • A maintenance worker from the Triskett District. Last day worked was June 19.
  • A rail equipment mechanic. Last day worked was June 23.
  • An operator who works from the Triskett District. Last day worked was June 25.
  • A paratransit operator.  Last day worked was June 28.
All employees’ work areas or vehicles were cleaned and thoroughly disinfected. Other staff members who may have been in contact with each employee were notified.
To date, 21 RTA employees have tested positive for COVID-19, and 11 have fully recovered and have returned to work.

The Greater Cleveland Regional Transit Authority (RTA) has been notified that two additional staff members have tested positive for COVID-19.

One individual works in the Track Department and became symptomatic on June 22. The last day worked was June 20.

The second individual is an employee in the Main Office Building. The employee did not have definite symptoms, and the last day worked was June 24.

Following our standard protocol, the work areas of each employee were cleaned and thoroughly disinfected.

In the case of both employees, other staff members who may have been in contact with this employee were notified.

As of today, 17 RTA employees have tested positive for COVID-19, and 11 have fully recovered and have returned to work.

Fifteenth RTA Staff Member Tests Positive

The Authority has been notified that an additional staff member has tested positive for COVID-19.  The individual is a bus operator stationed at the Hayden District.  The employee called off mid-shift, on Thursday, June 18, 2020, was tested, and was found to have the virus. 

Following our standard protocol, the vehicle last operated by the employee was cleaned and disinfected prior to returning to service. Additionally, other staff members who may have been in contact with this employee were notified.

As of Wednesday, June 24, fifteen RTA employees have tested positive for COVID-19, eleven have fully recovered and have returned to work.

As part of our phased return to office process and ongoing preventative and precautionary measures to reduce the spread of the Coronavirus/COVID-19, our facilities and executive support team have reviewed the Main Office Building conference rooms to determine the maximum number of people allowed per room with proper physical distancing (at least 6' feet distance).

Attached is a listing of our conference rooms with the maximum number of people allowed based on proper physical distancing (at least '6 feet distance), square footage, and overall setup of each room. For those smaller rooms not listed, please apply the same physical distancing practices.

When scheduling a meeting please be cognizant of the maximum number of people allowed for each listed conference room as you are booking meetings. Additionally, please utilize Webex for your meetings as needed to ensure there is an option for any employee who is not attending in person and/or if the maximum number of people allowed will be exceeded.

RTA Staff Members Test Positive

The Greater Cleveland Regional Transit Authority has been notified that one staff member recently tested positive for COVID-19.

The employee is an operator based out of the Hayden District. The employee’s last day of work was Saturday, June 6. The employee tested positive on June 7.

Following RTA protocol, the bus the operator was driving was cleaned and also disinfected with the Moonbeam3, which uses ultraviolet technology for germicidal irradiation disinfection.

Since the COVID-19 outbreak began, 14 RTA staff members have tested positive for the Coronavirus. Nine employees have fully recovered and have returned to RTA to assume their normal work duties.

Phased Return-to-Office Overview


We are developing a return to office plan for employees who have been working from home as part of our ongoing efforts to keep everyone safe and healthy, and in accordance with Governor Mike DeWine’s plans for gradually reopening Ohio businesses, public places, and institutions. We are preparing to safely and gradually welcome our team members back to the office environment over the next two to three months. Please review this information. At the end of this document, we will need your input through a brief survey to help us continue making informed decisions, and have the most comprehensive return to office guidance possible. Please complete this survey by June 9, 2020.

Our phased return to office process include the following preventative and precautionary measures during each phase:

  • Rotating work from home shifts and work schedule flexibility
  • Practicing Physical Distancing in the Workplace (Including space/cubicle setup for physical distancing)
  • Hand Washing/Hand Sanitizers
  • Continuing Conference Calls, WebEx, and other technology to limit the number of employees in face to face meetings

The following dates and phases are based on the current environment – what we know today. They are subject to change based on federal and state recommendations, as well as CDC guidelines and updates.

Phase I: GCRTA will gradually return employees who have been working from home beginning June 15, 2020. Current work from home schedules will remain in place leading up to June 15, 2020.

  • Phase I begins June 15, 2020 and goes through July 18, 2020. It includes:
    • Rotating work from home employees back to office as determined by updated department/division business needs and work from home schedules. We want good balance with the number of employees present on a floor/area so we can maintain proper physical distancing. All preventative and precautionary measures outlined in this phased return to office overview must be followed.
      • Phase 1 - Work From Home: For example, if an employee is on a 4 days a week work from home, 1 days in the office schedule, then the schedule will be revised to 3 days a week work from home, 2 days in the office.
  • Temperature taking may transition to self-assessment of temperature taking by employees.
  • If an employee becomes symptomatic (Cough, Shortness of Breath, or two of the following; fever {100.4 deg.F or higher}, chills, sore throat, headache, muscle pain, repeated shaking with chills) and have not been tested, they should stay home until at least three full days (72 hours) have passed since recovery (no fever without use of fever-reducing medications and improvement in symptoms) AND at least 10 days have passed since the onset of symptoms. 
  • Employees who have been tested should stay home until there is no fever without use of fever-reducing medications AND improvement in symptoms AND there are negative results (showing no COVID-19) on at least two consecutive lab tests of respiratory specimens collected at least 24 hours apart. 
  • Those employees who have medical accommodations and/or Families First Coronavirus Response Act - Child Care related accommodations will still be scheduled to work from home under their schedule implemented prior to June 15, 2020.
Phase II
  • Phase II begins July 19, 2020 and goes through August 22, 2020. It includes:
    • Rotating work from home employees back to office as determined by updated department/division business needs and work from home schedules. We want good balance with the number of employees present on a floor/area so we can maintain proper physical distancing. All preventative and precautionary measures outlined in this phased return to office overview must be followed.
      • Phase 2 - Work From Home: For example, if an employee is on a 3 days a week work from home, 2 days in the office schedule, then the schedule will be revised to 2 days a week work from home, 3 days in the office)
  • Temperature taking may transition to self-assessment of temperature taking by employees.
  • If an employee becomes symptomatic (Cough, Shortness of Breath, or two of the following; fever {100.4 deg.F or higher}, chills, sore throat, headache, muscle pain, repeated shaking with chills) and have not been tested, they should stay home until at least three full days (72 hours) have passed since recovery (no fever without use of fever-reducing medications and improvement in symptoms) AND at least 10 days have passed since the onset of symptoms.

Phase III
  • Phase III begins August 23, 2020 and goes through August 31, 2020. It includes: •Rotating work from home employees back to office as determined by updated department/division business needs and work from home schedules. We want good balance with the number of employees present on a floor/area so we can maintain proper physical distancing. All preventative and precautionary measures outlined in this phased return to office overview must be followed.
    • Phase 3 - Work From Home: For example, if an employee is on a 2 days a week work from home, 3 days in the office schedule, then the schedule will be revised to 1 day a week work from home, 4 days in the office.
  • Employees who are ready to return to the office full-time will do so, and be removed from the work from home schedule.
  • Temperature taking may transition to self-assessment of temperature taking by employees.
  • If an employee becomes symptomatic (Cough, Shortness of Breath, or two of the following; fever {100.4 deg.F or higher}, chills, sore throat, headache, muscle pain, repeated shaking with chills) and have not been tested, they should stay home until at least three full days (72 hours) have passed since recovery (no fever without use of fever-reducing medications and improvement in symptoms) AND at least 10 days have passed since the onset of symptoms. 
  • Employees who have been tested should stay home until there is no fever without use of fever-reducing medications AND improvement in symptoms AND there are negative results (showing no COVID-19) on at least two consecutive lab tests of respiratory specimens collected at least 24 hours apart. 
  • Those employees who have medical accommodations and/or Families First Coronavirus Response Act - Child Care related accommodations will still be scheduled to work from home under their schedule implemented prior to June 15, 2020.  
Phase IV
  • Phase IV begins September 1, 2020. Phase IV includes:
  • All employees, who are capable, fully return to the office environment full-time.
  • Employees who need to work from home because of non COVID-19 business needs will need to gain supervisory approval for the timeframe(s) requested.
  • We will continue to maintain proper physical distancing on a floor/area. All preventative and precautionary measures outlined in this phased return to office overview must be followed. 
  • Temperature taking may transition to self-assessment of temperature taking by employees.
  • If an employee becomes symptomatic (Cough, Shortness of Breath, or two of the following; fever {100.4 deg.F or higher}, chills, sore throat, headache, muscle pain, repeated shaking with chills) and have not been tested, they should stay home until at least three full days (72 hours) have passed since recovery (no fever without use of fever-reducing medications and improvement in symptoms) AND at least 10 days have passed since the onset of symptoms.

Implementation of Phases I-IV will be contingent on the current environment – what we know today and any changes to federal and state recommendations, as well as CDC guidelines and updates.

Dear Staff: 

Since issuing a letter about face masks/face coverings on May 12, 2020, requiring GCRTA employees to wear face masks/face coverings at all times while working and/or while on GCRTA property, we have received additional questions from staff members. In response to staff feedback, we have decided that it is acceptable to not wear your mask in the situations listed below:

  • While you are alone in a non-Revenue vehicle.
  • While you are in a bus, train, or Paratransit vehicle with no one else on board.
  • While you are outdoors and not within 6 feet of another person.
  • While you are the only person in a break room or lounge.
  • While you are alone at your desk or work area and not interacting with anyone.
  • While you are working alone on a maintenance project. 
  • While you are consuming food or beverage. While doing so, please avoid being within 6 feet of another person.


However, in all the situations above, you do need to keep your mask handy and put it on immediately if a situation occurs that requires you to interact with another person.

Transit Police personnel must follow Transit Police protocols whenever those are different from what is stipulated here.

Good Afternoon Staff,

Please be advised that current telecommuting (Work from Home) schedules will be extended from May 29, 2020 to June 13, 2020 for those employees who are able to telecommute.

To address telecommuting (Work from Home) after June 13, 2020, we are developing a phased return to office plan to safely and gradually welcome back employees who have been telecommuting during Governor Mike DeWine’s stay at home orders. As part of our planning, we will continue following local, state, federal protocols and recommended guidance to prevent the spread of COVID-19, and keep employees and passengers safe.

RTA Staff Members Test Positive

The Greater Cleveland Regional Transit Authority (RTA) has been notified that two additional staff members have tested positive for COVID-19.

One individual is a laborer based at the Woodhill facility (2440 Woodhill Road, Cleveland). The employee’s last day of work was Thursday, May 14. The employee tested positive for COVID-19 on Wednesday, May 20.

Following RTA protocol, the Woodhill facility was thoroughly cleaned. It was disinfected with the Moonbeam 3 on Tuesday, May 19.  The Moonbeam3 uses ultraviolet technology for germicidal irradiation disinfection.

The second individual is a Paratransit driver whose last day of work was May 20. The driver was not symptomatic on that day. Following RTA protocol, the Paratransit vehicle was cleaned and disinfected prior to going into service the next day.

Since the COVID-19 outbreak began, 13 RTA staff members have tested positive for the Coronavirus. Seven employees have fully recovered and have returned to RTA to assume their normal work duties.

Dear Staff:

We sent a letter on May 4, 2020, regarding Governor DeWine’s plan to gradually reopen Ohio businesses, public places, and institutions. As part of this plan, effective May 12, 2020, employees of Ohio businesses are required to wear face masks or face coverings. We have received some questions from employees about compliance for wearing face masks or face coverings, and want to provide some clarification on how GCRTA will comply with Governor DeWine’s requirement.

  • In accordance with Governor DeWine’s requirement, we will require all GCRTA employees to wear a face mask or face covering, while on company premises or aboard any service vehicle.
  • Please understand this is a requirement of Ohio businesses, and not a request. It will not be acceptable for an employee to refuse to wear a face mask or face covering without a medical condition accommodation. Employees who refuse to wear a face mask or face covering will be sent home, without pay, as they are unprepared to work. 

From an employee morale perspective, we appreciate the work efforts that everyone has exerted over the past few months, and strongly encourage you to continue in the fight against COVID-19.  As such, we implore you to continue to look out for both your own health as well as others, through the wearing of facial masks.  To ensure the effectiveness of this campaign, supervisors will be monitoring employee cooperation, and reporting instances of habitual non-compliance through the disciplinary process, if needed.  It is our utmost intention to have as safe a workplace as possible, and comply with Governor’s DeWine’s requirement. Taking this precaution, in addition to physical distancing and other preventative measures, is key to continuing to keep each other and our passengers safe from the spread of COVID-19.

Three Additional Employees Test Positive for COVID-19

On Saturday, May 9, 2020, RTA was notified that three additional employees tested positive for COVID-19.  All three of the new COVID cases are operators, two assigned to the Hayden District and the third to Paratransit.  The Paratransit Operator last worked on Friday, May 1, while one of the Hayden operators last worked on Saturday, May 2, and the other on Tuesday, May 5. 

Following our protocol, the vehicles assigned to these employees were cleaned and disinfected prior to returning to service.    Additionally, other staff members who may have been in contact with these employees were notified.

Eleven RTA staff members have now tested positive for the Coronavirus. However, of the previous eight, five employees have fully recovered and have returned to RTA to assume their normal work duties.

Dear Staff:

Eighth RTA Staff Member Tests Positive

The Greater Cleveland Regional Transit Authority (RTA) has been notified that an additional staff member has tested positive for COVID-19.  The individual is a bus operator stationed at the Triskett District.  The employee’s last day at work was Friday, April 24, 2020.  The employee called off on Saturday, April 25 with symptoms.  The staff member was subsequently tested and found to be COVID-19 positive.  Following our protocol, the vehicle last operated by the employee was cleaned and disinfected prior to returning to service.    Additionally, other staff members who may have been in contact with the employee were notified.

As of Monday, May 4, RTA now has eight employees who have tested positive for the Coronavirus.

Additionally, Ohio’s Stay at Home orders have been extended to May 29, 2020. Dear Staff:

We thank you for your continued commitment to GCRTA as we continue providing daily operations to our customers and communities. In the face of unpreceded challenges, each of you continue to persevere and work hard to keep our communities moving. In accordance with Governor DeWine’s stay at home orders and other federal protocols and guidance, we continue to take precautionary and preventative measures in our workplace to prevent the spread of COVID-19 and keep our employees and passengers safe. Our goal remains to limit exposure to staff by either distancing at their work
environment or by working at home. As such, we will continue with telecommuting throughout the rest of April and the month of May 2020 for those employees who are able to work from home. We will continue to evaluate our telecommuting needs throughout the remainder of 2020. All of our work locations remain open.


If you are able to telecommute, your supervisor will communicate with you regarding scheduling for your department. Please feel free to direct your questions or concerns to your supervisor or Deputy General Manager.

We will also continue to ensure our frontline employees who cannot work from home, passengers, and overall operations are supported appropriately with the proper personal protective equipment (PPE) and protocols to meet the challenges of COVID-19.

What Is GCRTA doing as Ohio plans to re-open?

As many of you know, Governor DeWine recently announced that Ohio would start to gradually re-open businesses, public places, and institutions after May 1, 2020. Governor DeWine has a team working on a phased plan to do this and GCRTA is addressing this as well. One thing is for sure, we will continue to take precautions and preventative measures in our workplace to prevent the spread of COVID-19 and keep our employees and passengers safe.

As part of our phased and measured approach to address stay at home orders being loosened during the coming weeks, we will communicate updates on the following:

  • Face masks/covering, hand sanitizer and other personal protective items for all employees
  • Operator shield installation for bus, paratransit, and rail
  • Continued disinfecting vehicles, facilities, and stations
  • Continued social distancing on buses, trains, and paratransit
  • Evaluation on the continuation of temperature checking
  • Phased approach to evaluating the service adjustments
  • Work from home updates
  • Phased approach for the return of employees to work areas with continued social distancing and maximizing building space
  • Increasing the bandwidth on computer VPN and networks
  • Increasing awareness on cybersecurity

4.15.2020 9:38 a.m.

RTA has been notified that two additional employees have tested positive for COVID-19,
a Paratransit operator and an employee, stationed at our Woodhill facility.
 
The Paratransit operator last worked on Tuesday, April 7, 2020, and was symptom-free.

On Wednesday, April 8, 2020, the operator followed our protocol by calling off sick, after displaying flu-like symptoms. The employee was subsequently tested and found to have the virus.

Following our COVID-19 protocol, our Facilities Maintenance staff cleaned and disinfected the vehicle last assigned to the employee, prior to being returned to service.

Additionally, we received word yesterday, that a non-customer facing, Woodhill employee tested positive for COVID-19. The Electronic Repair team member last worked on Tuesday, April 7, 2020, but called off work the following day after displaying symptoms. At that time, the Electronic Repair lab was cleaned and disinfected, including all touchable surfaces, with a CDC-approved solution.

Upon receiving notice yesterday of the positive COVID test result, the Woodhill Electronic Repair department was relocated to an alternate work location within the Woodhill facility. The Electronic Repair lab was cleaned and disinfected with CDC approved chemicals. The Authority’s new Moonbeam 3, ultraviolet, mobile disinfector was also used to supplement these efforts.

RTA reported these cases to the Cleveland Public Health Department, who determined both employees were not contagious while at work.

Our thoughts and well wishes go out to both our employees, and all in our community that been touched by this virus.

Dear Staff:

Additional RTA Staff Member Tests Positive

The Authority has been notified that an additional staff member has tested positive for COVID-19.  The individual is the spouse of a Transit Police dispatcher that had previously tested positive.  Following our protocol, the Authority instructed the employee to self-quarantine after the spouse tested positive. Subsequently the staff member began to display symptoms and was tested. The employee’s last day in the office was Friday, April 3, 2020.  Work areas frequented by this employee were disinfected by staff prior to the start of the next work day.  Additionally, other staff members who may have been in contact with this employee were notified/alerted.

As of Friday, April 10, RTA now has five employees that have tested positive for the Coronavirus.

4.5.2020 3:52 p.m

West 65th Station Temporarily Closed for Disinfecting, Then Reopened

At approximately 8:00 am this morning, RTA Police officers encountered a male, sleeping in the West 65th Red Line Rapid Station.  While checking on this individual, officers discovered him having difficulty breathing, flu-like symptoms and a possible fever.  Officers requested Cleveland EMS, who responded and transported the individual to MetroHealth Hospital.

A review of surveillance video from the station confirmed the individual did not access the station via the rail but rather entered from the Street.  The station was immediately closed and disinfected by RTA staff.  The station has since reopened.

Three Additional RTA Staff Members Test Positive

Over the weekend, RTA was notified that three additional employees tested positive for the Coronavirus.

Two employees, who are married, tested positive and are self-quarantining in their home.  The first employee began to display symptoms on March 23, having last worked on March 20.  The employees spouse was asymptomatic and reported to work on March 23, but was directed to go home and begin a self-quarantine.  Nine days later, this employee began to display symptoms.

Additionally, a Transit Police dispatcher reported today to be positive for COVID-19.  Her last day in the office was Tuesday, March 31, 2020.  Upon notification, The Authority’s Integrated Communication Center was closed and was staff relocated to an alternate site to allow for the disinfecting of the center.

As of Sunday, April 5, RTA has four employees to test positive for the Coronavirus.

4.3.2020 5:54 p.m.

Dear RTA Staff:

Today, RTA learned of our first confirmed RTA case of COVID-19.  The employee, a Bus Operator, last worked on Thursday, March 19, 2020.  The following day, the employee presented flu-like symptoms, followed our protocol by calling off sick and began a period of self-quarantine.  After testing positive for the virus, the employee was admitted to the hospital for treatment.

Vehicles last assigned to this operator were disinfected by staff prior to the next day’s pullout, pursuant to our enhanced cleaning protocols that were implemented on March 5, 2020.
Our thoughts and prayers are with this staff member and their family during this difficult time.

We cannot emphasize enough the importance of self-monitoring our health.  Included in this regimen is taking our temperature each day prior to reporting to work.  If you register a fever on or our higher than 100.4 or have flu like symptoms, you must stay home.  Additionally, we ask RTA employees to practice good hygiene at all times. Finally, if you have symptoms of respiratory illness, stay home and contact your doctor immediately.

We are working diligently to provide all employees the safest possible work environment.  Every day, we are disinfecting every bus and train, with special emphasis on all touchable surfaces. We’re using a cleaning agent recommended by the Centers for Disease Control (CDC) on every vehicle, every day. This also includes non-revenue and Transit Police vehicles, all Transit Centers and all RTA public facilities, bus districts, train stations and office buildings.

We continue to closely monitor the Governor and the Ohio Department of Health’s daily safety recommendations and those of the Centers for Disease Control (CDC).  Our number one priority remains protecting our most valued assets – our employees and our customers.

4.2.2020 4:29 p.m.

Dear Staff:

This is a follow-up to the Families First Coronavirus Response Act (ACT) memo that I issued on March 25, 2020.  The following is to provide clarification on how RTA will move forward with abiding by and implementing the Act.

  • Employees that are subject to: a governmental ordered quarantine, experiencing symptoms of COVID-19, advised to self-quarantine due to COVID-19, caring for anyone else who is subject to a governmental ordered quarantine due to COVID-19, is caring for a son or daughter and the child’s school has been closed or the child’s care provider is unavailable due to COVID-19, or is experiencing a “substantially similar condition” as specified by the federal government will be eligible for up to 80 hours of paid time under the Act effective April 2, 2020.
  • With the implementation of the Act, the RTA will cease its voluntary provision of providing up to 80 hours of paid time off to employees that were quarantined, experiencing symptoms, or advised to self-quarantine during the month of March 2020.
  • Any employee that uses the paid time off provision under the Act, just as the time provided above by the RTA, will be counted as FMLA time if the employee is eligible for FMLA.
  • Employees may also be eligible for Expanded Family Medical Leave (EFML).
  • Eligible employees may take time under EFML to care for a child whose school or place of care is close, or child care provider is unavailable, due to COVID-19 related reasons.
  • Eligible employees may receive 2/3 of pay for up to 10 weeks of FMLA under EFML.  This paid time will not be deducted from an employee’s paid time off accruals.  Employees that have used FMLA during the previous rolling 12 months will limit the availability of the 10 weeks of EFML leave.  Employees may only use 12 weeks of FMLA in total in any rolling 12 month calendar year.

Dear Staff:

You may have heard President Trump and/or Governor DeWine discuss the Families First Coronavirus Response Act.   This Act allows for additional paid time off due to the impacts of COVID-19.   The GCRTA has been implementing many of these procedures on a case by case basis as the Act does not officially become effective until April 2, 2020.  This memo formalizes GCRTA’s process for managing this leave. The Act allows for up to an additional 80 hours of paid time off for the following:

  1. Employee is subject to a governmental ordered quarantine.
  2. Employee has been advised to self-quarantine due to COVID-19.
  3. Employee is experiencing symptoms of COVID-19. Employee is caring for anyone else who is subject to a governmental ordered quarantine due to COVID-19.
  4. Employee is caring for a son or daughter and the child’s school has been closed or the child’s care provider is unavailable due to COVID-19
  5. Employee is experiencing a “substantially similar condition” as specified by the federal government.

In accordance with Governor DeWine’s orders, GCRTA will not require employees to provide a doctor’s note to take needed time off or to return to work.  Before returning to work, the expectation is that employees who have been ill are to be symptom free for 72 hours and do not have a temperature of 100.4 degrees or higher.  The GCRTA is hopeful that the need for this time is limited so we may continue our essential business function of providing necessary transportation to the public.

Employees will be eligible for this additional 80 hours of paid time off on a one time only basis.  If an employee needs to be absent beyond this 80 hours of paid time, the employee will continue their leave under the GCRTA’s FMLA policy.  Employees time off in accordance with the FMLA policy will use their paid time off accruals in accordance with the cascade of paid time noted in the policy.

AN IMPORTANT MESSAGE FROM OPERS

To our members:

To help control the spread of the coronavirus (COVID-19) and protect our members and employees, we will be transitioning to a full work-from-home environment and closing the OPERS office effective Monday, March 23, 2020. We will continue to have essential personnel in the office.

We did not come to this decision lightly and we remain committed to paying benefits as scheduled and providing essential services to our members.During this closure, we will continue to:

  • Pay monthly benefits, on time, to our current benefit recipients
  • Process retirement and disability applications, refunds and survivor benefits
  • Provide educational opportunities via online webinars and recorded presentations
  • Offer one-on-one counseling over the phone

During the closure, we will be unable to answer calls to our 800 number. We’ve added an option to leave a voicemail for important situations or questions. We ask that you only use this feature for questions not addressed by information included in other correspondence or on the phone prompts such as, to report the death of a benefit recipient or request assistance applying for retirement. Staff will listen to the messages and prioritize return calls as quickly as possible. We’ll do our best to accommodate all requests.

In addition to the option to leave a voicemail, you could participate in a daily General Question webinar in which we can answer your questions (see the information below on how to register). Of course, you always have the option of communicating with us via our website.

By visiting opers.org, you can set up your online account, upload documents, email us your questions or concerns, and communicate in a safe secure environment. April benefit payments are scheduled to be released on April 1. There is no need to leave a message asking if your April benefit payment will be issued.

Counseling Sessions

If you already have a scheduled counseling session, we’ll do our best to call you at your scheduled date and time to provide counseling over the phone.Calls from OPERS staff will come from a PRIVATE number and not one listed as OPERS. For your protection please remember, we will never ask you for any form of payment or your Social Security number and will only call you if you left a message or have a scheduled appointment. We will reference the information you left on the voicemail so you know the call is from OPERS staff.

Thank you for your commitment to RTA as we continue providing daily operations to our customers and communities. In an effort to prevent the spread of COVID-19, keep our employees safe and still provide the necessary support to our operations, we are implementing partial telecommuting (work from home) options.

Our goal is to limit exposure to staff by either distancing at their work environment or by working at home when possible.  Please note, because we are a 24/7 operation, a number of employees may not be able to participate in 100% telework/telecommuting. Currently, we are not closing down any of our locations, as RTA provides an essential service to the public.  However, we are regularly monitoring ridership and other forces to determine necessary reduction in service levels in the near future.

Please see below for updates regarding telework/telecommuting. All partial telecommuting options will be set up for a two-week period (Monday, 3/23/20 through Sunday, 4/5/20) and then reassessed as we go forward.

You will be hearing from your supervisor shortly regarding the specific plan for your department. Please feel free to direct your questions or concerns to your supervisor or Deputy General Manager.

Who Can Telecommute (Work from Home)

Managers/supervisors have developed schedules for their departments/divisions to determine who can work from home and who will work at our facilities while still maintaining a proper employee presence to support daily operations at our facilities.

For example, a department can rotate staff and allow the option of working three days in the office and two days at home. Request to work from home due to a medical condition will be reviewed on a case-by-case basis by the Human Resources Division and the Office of Equal Opportunity/ADA.

The ability to telecommute is determined by the nature of your duties and if your position’s duties are compatible to working from home.  Please understand, all of our employees are essential to our operations.

Equipment/Technology Needs

If you do end up telecommuting (working from home), your manager/supervisor will work with you to ensure you have the proper equipment and technology. Attached are instructions for how to reach GroupWise Web Access to access email and how to forward business phone calls to your cell phone and retrieve voicemail. In addition, any equipment needs (laptops, VPN) will be handled through your managers/supervisors in consultation with the Information Technology Department.

Staying Updated

We continue to communicate regularly with the City, County, State and Federal authorities, follow their protocols and recommended guidance. We will provide coronavirus updates as they become available.

As of August 31, 2020, total draw-downs on the CARES Act grant amount to $91.1 million leaving approximately $20.8 million in additional funding that can be drawn down. These funds are to mitigate the effect of the lost fare revenue, declines in sales tax revenue and increased costs incurred to fight the Corona virus. Additionally, the funds are being used to purchase materials to keep our staff and riders safe during this pandemic such as tablets that monitor employees' temperatures at each building, cleaning equipment that speeds up the cleaning process on all vehicles, and the purchase of thermometers for staff so they can self-monitor prior to coming to work.

These funds will help us in maintaining service and providing labor stability in these extremely uncertain times. The funds will also assist us to a certain extent in giving back to the community by implementing some of the recommendations of the concluded Service Redesign and the Fare Equity Studies
 

As of August 7, 2020, total draw-downs on the CARES Act grant amount to $73.7 million leaving approximately $38 million in additional funding that can be drawn down. These funds are to mitigate the effect of the lost fare revenue, declines in Sales Tax revenue and increased costs incurred to fight the Corona virus.

We are now seeing the full effects of the lost sales tax revenue from March, April and May. Additionally, the funds are being used to purchase additional materials to keep our staff and riders safe during this pandemic. For example, tablets that will take employees temperatures at each building, cleaning equipment that speeds up the cleaning process on all vehicles, and the purchase of thermometers for staff so they can self-monitor prior to coming to work.

These funds will help us in maintaining service and providing labor stability in these extremely uncertain times that we foresee in the near future. GCRTA is implementing a tablet-based temperature scanners as well as utilziing the temperature guns already purchased to monitor emplyees temperatures.  All employees will have thier temperature taking prior to begining work.   

All employees are to check their temperatures before to reporting to work. In support of those efforts, GCRTA is equiping each employee with their own digital oral thermometer. If an employee has a temperature of 100.4 degrees or higher, they should not report to work and properly advise their supervisor of their absence in accordance with proper call-in procedures.

Employees located at the Main Office Building can obtain thier Free Oral Thermometer from Occupational Health by contacting MaTia Phillips or Albert Johnson.  Employees in all other locations can obtain thier Free Oral Thermometer from thier immidate supervisor.

Wear because you Care, wear a mask 

The best way to protect yourself and others from COVID-19 is to wear a mask when you are at work, the store, or anywhere you cannot distance yourself from others not in your household.  If you are in need of a mask, you can pick them up from:

  • Main Office Building from Occupational Health, 2nd floor
  • Operators from dispatchers in each district
  • All other staff from immediate supervisor

Sick employees are to stay home until ALL of the following return to work criteria are met:

1. At least ten (10) days have passed since symptoms first began, AND
2. Free of fever (without use of medication) for at least 24 hours (one full day), AND
3. There has been improvement in other symptoms.

To date, 210 employees tested positive for COVID-19, and 204 fully recovered and returned to work.

GCRTA began temperature checking on April 20, 2020 and will continue indefinitely.

Yes, RTA is classified as an Essential Critical Infrastructure and will continue to operate service.

11.19.2020 3:37 p.m. I am an essential employee, how do I indicate that to law enforcement?

Employees who have been deemed essential can obtain an Ohio Emergency Partner Credential (EPCS). If you would like to obtain credentials you are required to complete a form and submit it to Richard Kopp and Robert Tulevski. The form and FAQ about emergency partner credentialing are linked above. Please note: Credentialing can take two to five business days to be issued.

If you recieved credentials already, they will be re-newed and you will receive an email advising you they have been extended until January 1, 2021. There is no need for you to do anything further.

 

4.8.2020 4:00 p.m. I heard Cleveland RTA is using UV-C technology to disinfect? What is it called and what does it do?

The technology is called MoonBeam3 System and it uses UV-C rays to disinfect. It will used to clean high traffic/touch areas, in K-9 vehicles and rooms/areas with highly sensitive electronic equipment. It will also be used in response to an incident that requires a bus or train to be removed from service and disinfect immediately.

4.8.2020 4:00 p.m. When will Cleveland RTA start to use the MoonBeam3 system?

We have ordered two MoonBeam3 systems and took delivery of one on 4/10/2020. The system has been used to disinfect several areas as part of training staff. It is now being used as part of our regular disinfecting process.

The second unit is on order and will ship in approximately six weeks. We will provide further details when the unit ships and goes into service.

You are not required to wear a face covering; however, it is highly recommended (by the CDC, State and Local health officials) to wear one to protect yourself, fellow co-workers and passengers.

 

4.21.2020 4:21 p.m. Will GCRTA require passengers to wear a face covering?

At this time, we are recommending that passengers wear face coverings to protect themselves and others. The CDC as well as State and Local health officials are recommending anyone who is out in public wear a face covering. The GCRTA is playing audio clips on vehicles and posting signs recommending that passengers use face coverings to protect themselves and others.

We have purchased KN95 masks and are working with local tailors and specified staff to manufacture re-usable fabric masks.  GCRTA will also have one-time use masks available for those who require them.

  • Maintain physical distance between yourself and other passengers (6' if possible).
  • Limit conversations with the passenger. If you must speak with a passenger, please have them stay behind the yellow line.
  • Wash your hands frequently and thoroughly and use hand sanitizer when available.

Our Transit Police are 1st responders and as such wear appropriate protective equipment.

Yes you can, it is important to note that the Centers for Disease Control (CDC) recommends wearing a cloth face covering when you go out in public. They recommend a covering that covers your nose and mouth.

Currently, we are operating at full service according to our regular daily schedules; however, we are continuously monitoring our ridership and should the situation require us to adjust our services in the future, we will notify the public through our website (rideRTA.com) as well as other means.

 

3.19.2020 5:11 p.m. Have the hours of the Tower City Window changed?

Yes, until further notice the hours will be 8:30 a.m. - 4:30 p.m.

The W 6th Street building is closed to visitors without an appointment. The building is open to all employees or those who have business appointments. As a result, the ADA Registration office is closed until furhter notice.

No. Effective March 24, 2020, RTA will be suspending service due to low ridership as a result of the Governor;s “Stay at Home” order for Ohioans. Customers may use other Downtown bus routes for essential travel. RTA will resume service at the appropriate time after the Governor lifts the order.

This is an uncertain time and we don't know what will happen; however, we will continue to update employees as information becomes available. As a result of the latest announcement, RTA has adjusted service to its Park-N-Ride and downtown Trolley Services. We continue to monitor our ridership and may need to temporarily suspend service accordingly.

Effective Tuesday, March 24, 2020, RTA will be suspending service due to low ridership as a result of the Governor's “Stay at Home” order for Ohioans. RTA will resume service at the appropriate time after the Governor lifts the order. Customers may use the rapid as an alternate route for service to Downtown. RTA suggests customers use the ample free parking available at the following Red Line stations:

  • Strongsville Park-n-Ride: use the Brookpark or Puritas Station
  • Westlake Park-n-Ride: use the Triskett Station, just off I-90
  • North Olmsted Park-n-Ride: use the Brookpark or Puritas Station

Customers must show proof of payment when they exit at Tower City Station.

Diagnostic testing for COVID-19 has been designated an essential health benefit under the Affordable Care Act. Medical Mutual will cover all diagnostic testing for the virus at 100%. All member cost sharing, including copays, coinsurance and deductibles for these tests will be waived.

If a member is diagnosed with COVID-19, services will be covered based on our current plan design.

An Express Care Online visit is considered the same as a normal visit to your primary care provider (PCP) $20.

Yes, when medically appropriate and at the provider's discretion. The provider will decide based on what he or she learns during a consultation if a diagnosis is possible, or if you need further examination (e.g., tests, a physical exam, another specialty visit), and if a prescription is appropriate.

 

3.19.2020 3:30 p.m. If I contract or am exposed to someone with COVID-19, will I be paid while I am off?

Please be advised that any employee who is quarantined as a result of COVID-19 will be eligible for up to a two-week leave with full straight time pay. This pay will not come from any of the employee's paid leave accruals. This time will also be coded as Family Medical Leave (FMLA) if the employee is eligible for FMLA. If the quarantined employee is not eligible for FMLA, the employee's absence for the quarantined period will not count as an absence occurrence under the Authority's Attendance Policy.
